The Federal University of Applied Administrative Sciences is the only interministerial university for public service at the federal level in Germany. It trains new personnel for the higher non-technical federal administrative service. The University teaches students academic knowledge and methodology and provides them with the practical occupational skills they will require in their future careers.

Students of the University of Applied Administrative Sciences have the legal status of temporary civil servants. In order to enroll at the University, applicants must possess the entrance qualification for a university of applied sciences. Depending on their intended career, additional requirements may have to be met. Admission to the University requires that candidates successfully apply to the competent recruiting authority for the career of their choice. The University of Applied Administrative Sciences is currently training students for the following careers within the higher administrative civil service of Germany (amongst other careers):

  • Higher non-technical general and internal administrative service
  • Higher administrative service in the foreign service
  • Higher non-technical administrative service in the Federal Police
  • Higher non-technical administrative service in the Federal Financial Administration
    a) Customs service
    b) Federal Property Administration
  • Higher non-technical administrative service in agricultural social security authorities
  • Higher non-technical administrative service in the intelligence services
    - Federal Intelligence Service
    - Federal Office for the Protection of the Constitution (as domestic intelligence service)
  • Higher administrative service at the Federal Criminal Police
  • Higher non-technical administrative service in social security authorities
  • Higher administrative service in the Federal Meteorological Service

Since the establishment of the University in 1979, approximately 70,000 students have successfully completed their studies here. At present, the University has some 7,000 students and about 200 full-time instructors.

Studying at the Federal University of Applied Administrative Sciences

The University’s programmes are organised as a system of dual education with alternating theoretical and practical segments. All courses of study have a duration of three years. Theoretical and practical training periods (internships and practical training programmes) last 12 to 18 months each.

Theoretical periods are mostly divided into basic and main courses of study. Subject matters dealt with in basic courses are:

  1. Constitutional law and political science
  2. Legal foundations (administrative law, civil law)
  3. Economics and public finance
  4. Business management, organisation and information processing
  5. Social sciences (psychology, sociology, education)
  6. Special career topics

If required the basic study phase ends with an intermediate examination.

The main study phase is shaped by the different requirements of the respective career fields. Also depending on their course of study, students receive an

  • academic degree (Diploma) in public administration, business administration or financial administration or
  • Bachelor of Arts (B.A.) or
  • Bachelor of Laws (LL.B.) or
  • Master of Public Adminstration
  • Master of Arts (M.A.) (Master of Intelligence and Security Studies only)
  • Master of Science (M.Sc.) (Master of Intelligence and Security Studies only)

from the Federal University of Applied Administrative Sciences.

The Central Branch and the Departmental Branches

The Federal University of Applied Administrative Sciences is subdivided into a Central Branch and ten departmental branches.

Students of the Departmental Branches of General Internal Administration, the Federal Police, the Intelligence Services, the Federal Criminal Police and the Meteorological Service receive instruction at the Central Branch in Bruehl during their basic studies. The Departmental Branches of Foreign Affairs, Financial, Agricultural Social Security, Social Security and Federal Defence Administration provide instruction in basic studies at the location of the respective departmental branches.

Depending on the course programme, instruction in main studies is provided at the departmental branches.
